mosiac? The easiest way is using programs to do it for you such as www.andreaplanet.com/andreamosaic/that. All you really do for that is tell it were to find pictures for colors and then what picture you want to use and it will do it. The old way they use to do it though was photoshop. They made a pallet using pictures instead of solid colors, imported it in, and then load it with that setting, but after the truman show they stopped doing it that way cause it took forever, even more so for film.

yeah we had to do it for one project in tech, though we didnt have cs3, and i dont really even remember how to do it in the older one xP but somewya you can change um

hmm, another way could do it maybe without making a pallet would be to take the pic after having all your other chosen pics and put a mosaic filter so that all its pixels get enlarged and then fit the pics to the mosaic... could work
